Normas generales

This refers to a civil servant’s retirement or early retirement, which may occur for various reasons:

To be entitled to an ordinary retirement or early retirement pension, it is an essential requirement to have completed a minimum period of 15 years of active service with the State.

The amount of the standard retirement or early retirement pension is determined by applying the percentage established on the basis of the number of full years of active service to the State to the relevant base pension amount – as determined by the civil servant’s body or category.

Pensionable earnings (calculation bases for civil service pensions): these are set annually in the General State Budget Act for each classification group and sub-group (EBEP, Royal Legislative Decree 5/2015) into which the various civil service bodies, scales, posts or positions fall.

For 2026, they are as follows:
EBEP Group / Subgroup Pensionable earnings
Euros/year
A1. 52,697.06
A2. 41,473.91
B 36,317.13
C1. 31,852.67
C2. 25,200.74
E (Law 30/1984) and Professional Groupings (EBEP) 21,485.65
