Marine Social Institute Welfare and Social Services Plan

General Social Services are the services in which the Social Marine Institute acts in coordination with the general network of Public Social Services, and they comprise the following programmes:

  • Information and Assessment Programme:
    • The aim of this programme is to provide information, guidance and advice on all issues related to social welfare, for both public networks and the Social Marine Institute, processing or referring submitted applications as appropriate.
    • The programme also permits assessment of current social problems based on the analysis of the applications received and the actions taken by social workers.
  • Community Participation and Sector Action Programme:
    • The main aim of this programme is the integration of the sea fishing sector with its surrounding community and the general public, by promoting volunteering and participation in socio-cultural activities as a means of raising awareness about the importance of their role in solving both their individual and group problems, and encouraging voluntary work in the community.
    • The programme is complemented by actions in the following sectors of the population:
      • Pensioners: the Social Marine Institute concentrates its efforts on supporting and promoting pensioner clubs and associations that have own statutes stipulating their organisation, management and independent operation.

        The Social Marine Institute promotes a variety of activities (trips, exhibitions, conferences, short courses, etc. (|etc.), which revolve around these organisations, and provides the material resources to put them on. ).
      • Women: Actions focus on:

        • Running social promotion courses to improve women's educational and personal skills.
        • Disseminating information aimed at improving family health.
        • Promoting volunteering as a self-help measure to boost community involvement.
      • Children and Young People: in addition to funding in the area of education, the Social Marine Institute organises children's camps and promotes youth volunteering and participation in existing youth organisations.

The Social Services of the Social Marine Institute, are services in which, due to their maritime-specific nature, it acts as the sole government body responsible for carrying out said services, in this way meeting the obligations arising from the ratification of the Convention C163 of the International Labour Organization (ILO ) concerning seafarers' welfare in 1987.

Following the transfer of responsibilities to most of the Autonomous Communities in this area, and in accordance with the new reference framework, defined by the responsibilities and duties reserved for the State Administration by the Royal Decrees on the transfer of social services and duties that were being carried out, the Social Marine Institute is investigating the implementation of a new social services programme, with actions focused on supporting the social needs of sea workers, who when carrying out their work, are separated from their social-family environment. Its main objective is to contribute, fundamentally, to their personal development, by reducing their isolation and detachment with their social-family environment, and the basic networks for culture, education, training and professional development, as well as political, social and community involvement.

These services include the following programmes:

  • Port Welfare Programme.
    • The aim of this programme is to provide information about the resources available in the organisation itself, as well as in the city and the local area, and to facilitate the stay of national and foreign sea workers by providing them with the social services and facilities offered by the Marine Centres, which play an important role as Service Management Centres and services providers (providing information, social care, accommodation, recreational and cultural facilities, etc.)(|etc.) 
    • These Marine Centres can be found at the ports or in their immediate surroundings, by following the instructions of the International Labour Organization, and in accordance with its Convention C165 concerning social security for seafarers (revised in 1987), the services are offered to all sea workers, irrespective of their nationality.
    • It also assists sea workers, irrespective of their nationality, in accordance with the International Labour Organization Conventions (ILO), in the event of shipwreck or similar situations, either until they are returned to their homes (in the case of Spanish sea workers, or sea workers from any Member State of the European Economic Area), or until the consulate of the relevant country assumes responsibility for the sea workers.
  • On-Board Welfare Programme.
    • The aim of this programme is to achieve the appropriate use of leisure time on board ships in order to prepare sea workers for their integration into community life, by reducing their isolation and detachment from the social-family environment.
    • At foreign ports the Marine Social Institute has:
      • Overseas Support Centres at the ports most frequently visited by the Spanish fleet, providing health care, social welfare, support and advice services.
      • An evacuation and repatriation service, to co-ordinate the necessary actions for repatriating Spanish crew members who, for whatever reason, have been abandoned at foreign ports.

In the field of Social Services, the primary objective of the Social Marine Institute (ISM)is the structuring and implementation of social policies, with the main aim being the social integration of workers from the maritime-fishing sector. Its actions are undertaken in coordination with the social policies implemented by the Autonomous Communities, Municipalities and other bodies in the sector, in the common fields of action.

The Welfare and Social Services Programme considers the maritime-fishing group to belong to the beneficiary population of the General Social Service System, while at the same time emphasising that the extraterritorial nature of work at sea and its implications for both workers themselves and their social-family situations are the justifying reasons for the actions of the Social Marine Institute.

The Programme is divided into two groups of action, which in turn operate several programmes:

  • General Social Services 
  • Specific Social Services of the Social Marine Institute
