Displaced workers

In general, displaced workers are subject to the Social Security legislation in the country where they are working.  However, if the transfer is temporary they may maintain Spanish Social Security legislation under the terms and conditions set forth below:

This applies to workers of any nationality.

Initial Displacement

Salaried employees working at a Spanish company and temporarily displaced by the company to work in Cape Verde and self-employed workers who work in Spain and are temporarily transferred to work in Cape Verde must request the Provincial Directorate of the Treasury General of the Social Security or Offices of the same to issue the corresponding displacement certificate.

Form to process

The company or self-employed worker will lodge their application using form TA.300 "Request for information on applicable Social Security legislation" and they will remit triplicate copies of the  ES/CV.1 certificate: "Certificate of applicable legislation".

The form, issued by the appropriate Provincial Directorate or Office, certifies that the worker is still subject to Spanish Social Security legislation during their displacement in the country, and is therefore exempt from Cape Verde Security contributions.

Period of authorisation

Displacement may last for a maximum of three years, both for salaried employees and for the self-employed.

Ordinary extension

If salaried employees or the self-employed have to extend their stay in the country beyond the initial three-year period provided for, the employer or self-employed worker must apply well in advance of the termination of the authorised period for an extension to remain under Spanish Social Security legislation from the Subdirectorate General for Affiliation, Contribution and Management of the RED System of the Treasury General of the Social Security.

Form to process

The application for extension must be made using form TA.300 "Application for Security legislation". information on applicable Social This application will be accompanied by 4 copies of Form ES/CV.2  "Request extension of displacement and other agreements".

The extension can be for a maximum of  1 year, both for salaried employees and the self-employed.

Other Displacements


Provincial Directorates or Offices of the Treasury General of the Social Security.

These will be the bodies competent to authorise the following displacements:

      • Travelling staff working for airline companies based in Spain, who work in both countries.
      • Salaried employees who work onboard a vessel sailing under the Cape Verde flag but are paid by a company or person domiciled in Spain.
      • Spanish workers who reside in Spain and render their services in a mixed fishing company incorporated in  Cape Verde and on a vessel under the Cape Verde flag.

The company will lodge its application using form TA.300 "Request for information on applicable Social Security legislation" and they will remit triplicate copies of the ES/CV.1 certificate: "Certificate of applicable legislation".

The form, issued by the appropriate Provincial Directorate or Office, certifies that the worker is still subject to Spanish Social Security legislation during their displacement in the country, and is therefore exempt from Cape Verde Security contributions.

Subdirectorate General for Affiliation, Contribution and Management of the Online RED system.

For displacements of:

      • Spanish civil servants posted in Cape Verde, excluding the members of staff of Diplomatic and Consular Missions.
      • Persons sent on aid missions,

The request will be submitted to the Subdirectorate General for Affiliation, Contribution and Management of the Online RED system using form TA.300. It will be accompanied by triplicate copies of form ES/CV.1 "Certificate of applicable legislation".

For displacements of:

      • Spaniards working in Spanish Diplomatic Missions or Consulate Offices in  Cape Verde  and
      • The private service staff of the representatives on the aforementioned Diplomatic Missions or Offices who are Spanish nationals

who opt for Spanish Social Security legislation, the Treasury General Subdirectorate General for Affiliation, Contribution and Management of the Online RED system will issue form ES/CV.3,"Exercise of right of choice", for the entire duration of the displacement, at the request of the public body or worker, who will submit a triplicate copy. This form will be accompanied by request form TA.300.

Other exceptions

Applications for other exceptions will be processed by the Subdirectorate General for Affiliation, Contribution and Management of the RED System of the Treasury General of the Social Security.

The company or self-employed worker will apply using form TA.300 "Request for information on applicable Social security legislation" together with four copies of form ES/CV.2 "Request for displacement extention and other agreements".

The competent authority from  Cape Verde will fill out the part corresponding to "To be filled out by the competent institution in the country of employment" and will return three copies to the Treasury General of the Social Security, which will send  two to the company or  one to the self-employed worker.
