Update

Civil service pensions – like all state pensions – are updated in line with the revaluation index set out for pensions in the relevant General State Budget Act or any other legislation providing for this.

In accordance with the provisions of Royal Decree 316/2025 of 15 April, on the capping of the initial amount of state pensions and the indexation of pensions under the Social Security system, civil service pensions and other public social benefits for 2025, extraordinary Civil Service pensions arising from acts of terrorism are exempt from the exclusionary or restrictive provisions set out in the rules governing the update of state pensions.

In the event that, in addition to any of the pensions mentioned in the previous paragraph, a particular person is entitled to receive one or more other state pensions at 31 December 2024, the aforementioned exclusionary or restrictive rules shall apply to the latter.

The updating of civil service pensions for 2025 will be carried out automatically by the Directorate-General for Social Security Administration, with effect from 1 January 2025.

This will be carried out on the basis of the data on file for each pensioner at 31 December 2024.

The update will be provisional until the Administration has verified whether the recipient is entitled to receive that amount, taking into account the other benefits received by the pension holder and the rules on concurrent benefits and incompatibility applicable in each case.

If, upon the update previously carried out being made permanent, it transpires that excess payments have been received, the pensioner shall be obliged to repay the amount unduly received. Notwithstanding the foregoing, should the interested party have made a false statement or omitted information in their declaration, they may be held liable for any corresponding liabilities they may have incurred.

The application of the increase shall be subject to the following rules:

  1. It shall apply to pensions accrued prior to 1 January 2025, based on the full monthly amount which the pensioner was receiving or would have been entitled to receive at 31 December 2024.
  2. The amount of the pension or the total of pensions paid from the Civil Service Pension Fund received by a single beneficiary, once the applicable increase has been applied to each of them, shall be limited to a total of 45,695.16 euros per annum, this amount comprising both the ordinary monthly payments and any special payments to which the beneficiary may be entitled.

In the case of widow’s pensions, increases relating to children shall not, under any circumstances, be taken into account for the purposes of applying the maximum benefit limit set out in the previous paragraph.

Pursuant to the provisions of Royal Decree 316/2025 of 15 April, on the capping of the initial amount of state pensions and the updating of pensions under the Social Security system, civil service pensions and other public social benefits for 2025, the following civil service pensions shall not be subject to any increase:

  1. Pensions awarded to State Road Workers and arising prior to 1 January 1985, with the exception of those where the recipient received this pension solely on that basis.
  2. Pensions from the mutual insurance schemes forming part of the Special Fund of the General Mutual Insurance Scheme for Civil Servants which, at 31 December 2024, had already reached the levels applicable at 31 December 1073.

In accordance with Royal Decree 316/2025 of 15 April, on the capping of the initial amount of state pensions and the updating of pensions under the Social Security system, civil service pensions and other public social benefits for 2025, the update of pensions paid by the Civil Service Pension Scheme shall be applied to the monthly amount of the pension in question at 31 December 2024, after taking account of the change in the Consumer Price Index, resulting in an adjustment of 2.8 per cent.
