Provisional Replacement Certificate (CPS)

The European Health Insurance Card Provisional Substitute Certificate (CPS)  is the personal and non-transferable document that demonstrates an individual's entitlement to receive any healthcare that may be required, from a medical stance, during a temporary stay in the European Economic Area  (1)  or Switzerland, taking into account the nature of the healthcare services and length of the stay, pursuant to the legislation of the country that the individual is visiting, regardless of whether the visit is for tourism, professional or educational reasons.

 The CPS is not valid when the purpose of travel is to receive medical treatment. In such a case, the National Social Security Institute (INSS) or the Social Marine Institute (ISM), must issue the corresponding form, having first received an affirmative report from the Health Service. Nor is the document valid if you have become a resident in another member State.

The CPS offers the same coverage as the EHC. In certain cases, you will have to pay a fixed amount or percentage of the healthcare expenses, in line with the conditions applicable to residents in the State to which you are travelling. These amounts are not reimbursable.

It is issued in the cases in which the EHC card issue is not possible, or when specific documentation must be presented, or when  the travel is imminent and it is not possible to obtain a  EHC before it begins.

Recipients

 Entitlement holders and their dependent beneficiaries who meet the requirements in accordance with Spanish law and Social Security Community Regulations. 

Application and Renewal

Online, if you have a digital certificate or permanent Cl@ve to guarantee the security and confidentiality of the procedure, you can apply for the Provisional Replacement Certificate for the European Health Card (EHIC) at the Social Security E-Office.

In this way, you will obtain the CPS immediately and can print it at home.

In person, going to any of the  Social Security Information and Support Centres (CAISS), applying for appointmentat the chosen CAISS, or at the Social Marine Institute (ISM) Provincial or Local Directorates, in the case of persons covered by the Special Regime for Seafarers, when it is necessary to produce documentation proving the entitlement to export healthcare services, or if the travel is imminent.

In this case, the CPS will be obtained immediately and delivered by hand to the CAISS or Provincial or Local Directorate of the ISM.


Validity

The Provisional Substitute Certificate (CPS) is valid for the period stated in the document. They are issued for a maximum 90-day period from its start date. Use of the CPS during the validity period is dependent on the holder continuing to meet the requirements that resulted in the certificate being issued. Nevertheless, expenses incurred may be recovered as undue benefits, pursuant to the provisions of article 76 of Regulation (EC) 883/04.

It is important that you check that the period of validity of the CPS includes the planned return date before travelling to another country in the European Economic Area  (1)  or Switzerland.

Germany, Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Slovakia, Slovenia, Estonia, Finland, France, Greece, Hungary, Ireland, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Norway, the Netherlands, Poland, Portugal, United Kingdom, Czech Republic, Romania, Sweden and Switzerland.
