Pension revaluation
In accordance with the clarifications contained in Royal Decree-Law 9/2024 adopting urgent economic, tax, transport and Social Security measures, and extending certain measures to address situations of social vulnerability, it is established that until the General State Budget Law for 2025 is approved, the following rules will apply for the revaluation of pensions and other public benefits:
The pensions paid by the Social Security system, in its contributory form, as well as the ordinary and extraordinary pensions of the Special Regime of State Civil Servants will be generally revalued in 2025 by 2.8 percent with respect to the amount they had on 31 December 2024.
Where the amount of such pensions, whether concurrent or non-concurrent with other pensions, was limited on 31 December 2024 to the maximum amount established for that year, the percentage of 2.8 per cent shall be applied to that maximum amount.
The orphan's benefits caused by violence against women, provided for in the third paragraph of article 224.1 of the revised text of the General Law on Social Security will experience in 2025 an increase equal to that approved for the Minimum Professional Wage for that year.
Amount of the revaluation:
- Contributory pensions within the Social Security system for permanent disability, retirement, widowhood, orphans and for family members which came into effect before 1 January 2025 and are not issued concurrently with other pensions, will increase in value by 2.8 per cent.
- With the increase, the total pension shall be limited to a sum of 3,267.60 euros with this amount understood to be the sum for an ordinary month, without prejudice to any special payments that may apply. This monthly limit will be adjusted depending on whether the recipient has the right to receive 14 payments per year, including extraordinary payments, for which purpose the total amount shall not exceed but may reach 45,746.40 euros per year.
- The supplement to the contributory pensions of the system and to the pensions of the Pensioners' Pension Fund for the reduction of the gender gap will amount to 35.90 euros by 2025.
- The non-contributory pensions of the Social Security system for disability and retirement will have an annual amount of 7,905.80 euros.
- With effect from 1 January 2025, the annual amount of Social Security family benefits, in its non-contributory form, for a dependent child aged 18 or over and with a degree of disability over 65% is fixed at 5,805.60 euros. If the disability is greater than or equal to 75%, the annual amount will be 8,707.20 euros.
- The mobility allowance and transport allowance will be revalued in 2025 by 2.8 per cent, reaching an annual amount of 1,002.00 euros.
- The income limit for the recognition of financial allowances for minimum income will be increased by 2.8 per cent over the limit in force in 2024.
Applying the increase:
The increase shall be applied to the monthly sum of the pension, as it stood at 31 December 2024, excluding the items listed below:
- Supplements for reaching the previously established minimum.
- Charges due to a lack of safety and hygiene measures in the workplace.
- Temporary annuity for caring for family members and supplementary allowances for the provision and renewal of prostheses and surgical aids, in the case of pensions relating to the now obsolete work-related injury and occupational disease insurance.
SOVI Pensions:
- Pensions from the former Compulsory Elderly and Disability Insurance (SOVI) not concurrent with other public pensions will have an annual amount of 7,840.00 euros in 2025, in accordance with the provisions of paragraph 1 and paragraph 4 of the second transitional provision of the revised text of the General Social Security Act. SOVI pensions concurrent with widowhood pensions from any of the regimes of the Social Security system will have an annual amount of 7,610.40 euros in 2025, without prejudice to the application of the limit established in the second transitional provision of the revised text of the General Social Security Act. In the event that this limit is exceeded, the aforementioned amount shall be reduced by the necessary amount so as not to exceed it. The economic benefit recognised under Law 3/2005, of 18 March, or the pension received by those who were maimed or disabled to the first degree due to the former Spanish Civil War, whatever the regulatory legislation, or the allowance for third party assistance provided for in the revised text of the General Law on the Rights of Persons with Disabilities and their social inclusion, approved by Royal Legislative Decree 1/2013, of 29 November, or the extraordinary pensions derived from acts of terrorism, shall not be considered concurrent pensions.
- The revision described in the previous section is non-consolidable.
