The Provisional Replacement Certificate (PRC) of the European Health Insurance Card is the personal and non-transferable document that certifies the right to receive the health benefits that are necessary, from a medical point of view, during a temporary stay in the territory of Iceland, Liechtenstein, Norway, the United Kingdom, Switzerland or one of the countries belonging to the European Union, taking into account the nature of the benefits and the duration of the planned stay, in accordance with the legislation of the country of stay, regardless of whether the purpose of the stay is tourism, a professional activity or studies.

The PRC is not valid when the purpose of travel is to receive medical treatment. In such a case, the National Social Security Institute (INSS) or the Social Marine Institute (ISM) must issue the corresponding form, having first received an affirmative report from the Health Service. Nor is the document valid if you move your residence to the territory of another Member State.

The PRC offers the same coverage as the EHIC. In certain cases, you will have to pay a fixed amount or percentage of healthcare expenses, in line with the conditions applicable to residents in the State to which you are travelling. These amounts are not reimbursable.

It is issued in cases where it is not possible to issue the EHIC, or when specific documentation must be submitted, or when travel is imminent and it is not possible to obtain the EHIC at the start of travel.

 Entitlement holders and their dependent beneficiaries who meet the requirements in accordance with Spanish law and Social Security Community Regulations. 

The Provisional Substitute Certificate (CPS) is valid for the period stated in the document. They are issued for a maximum 90-day period from its start date. Use of the CPS during the validity period is dependent on the holder continuing to meet the requirements that resulted in the certificate being issued. Nevertheless, expenses incurred may be recovered as undue benefits, pursuant to the provisions of article 76 of Regulation (EC) 883/04.

It is important that you check that the period of validity of the CPS includes the planned return date before travelling to another country in the European Economic Area  (1)  or Switzerland.
