The Committee for the Reformation of Public Administrations (CORA) was created as a result of the Council of Ministers Agreement dated 26 October 2012. This Committee is divided into four Sub-Committees:

• Administrative overlaps, tasked with identifying and eliminating overlaps and strengthening cooperation mechanisms between Administrations.
• Administrative simplification, targeted at eliminating bureaucratic obstacles and simplifying procedures to the benefit of citizens.
• Management of shared services and means, with a view to identifying the management activities that, given their similar nature, could be handled in a more coordinated or centralised way, optimising public resources.
• Institutional administration, focussing on analysing the type of entities comprising Public Administrations and with the aim of proposing general amendments and specific actions for certain entities.

The Executive Summary of the Report issued by the Committee for the Reformation of Public Administrations (CORA), in reference to the principles that inspired its creation and as part of the framework to Improve the efficiency of Public Administrations by Implementing a system to measure effectiveness, states that "the waiting time for the procedures that most affect citizens, in addition to the variations therein, may be published on the organisations' website".

The CORA measurement is 0.00.001.0: The first, immediately achievable result of implementing a system that measures productivity/effectiveness, is the publication of waiting times for 10 of the General Administration of the State procedures that are most used by citizens and companies.

By taking this measure, the INSS is able to publish the average waiting times for the procedures to grant initial retirement and maternity benefits.
