Due to the implementation of new functionalities, we inform you that the Direct Settlement System (online services and remittances) and RED Directo will be closed from tomorrow (1 February) until, foreseeably, 4 February. You will be informed in due course of their opening.

17/01/2023- New version of SILTRA 3.2.0

A new version of SILTRA (version 3.2.0) has been released.

Please remember that SILTRA will automatically update during delivery and no manual update is necessary. However, it will also be available for download in the software area of​the Direct Settlement System section of the RED System.

Information on the new features of version 3.2.0 is detailed in the"Release notes" section. 

02/02/2023- Support prolonging intermittent-permanent activity in tourism,commerce and hospitality related to tourism.

SUPPORT PROLONGING ACTIVITY OF PERMANENT EMPLOYEES IN TOURISM, COMMERCE AND HOTEL AND CATERING SECTORS.

The one hundred and twentieth additional provision of Law 11/2020, of 30th December, on the General State Budget for 2021, establishes a 50% rebate, with an indefinite character, on employer Social Security contributions for common contingencies and joint collection of Unemployment, FOGASA and Vocational Training, corresponding to permanent discontinuous workers in the tourism, commerce and hotel and catering sectors linked to the same, who carry out their productive activity during the months of February, March and November of each year.

With the aim of enabling the calculation of this case during the corresponding periods for 2023, we hereby inform you that both the communication of the UNUSUAL CAUSE IN THE CONTRIBUTION 017 in the Contribution Account Code, when applicable, and the ADDITIONAL SITUATION OF AFFILIATION 420 are now available in the labour relations registers of the workers affected.

Finally, it is reported that Royal Decree-Law 1/2023, of 10 January, on urgent measures to reform incentives for employment contracts and improve the social protection of artists, repeals the additional one hundred and twenty-second and one hundred and twenty-third provisions of Law 11/2020, of 30 December, on the General State Budget for the year 2021 (Measure to support the extension of the period of activity of workers with permanent-discontinuous contracts in the tourism and commerce and hotel and catering sectors linked to tourism activity), with effect from 31.08.2023. Therefore, for the application of the incentive corresponding to the month of November/2023, it will be reported in due course by means of the corresponding BNR.

23/02/2023- National Classification of Occupations (C.N.O.)

NATIONAL CLASSIFICATION OF OCCUPATIONS (C.N.O.)

According to BNR 01/2023, of 9 January 2023, in relation to the NATIONAL CLASSIFICATION OF OCCUPATIONS (C.N.O.) it was communicated that:

On the other hand, the functionality CHANGE OF OCCUPATION C.N.O. described below can be used to enter the data in those registrations with FRA between 02.01.2023 and 14.02.2023, which have been mechanised without the new field. In this case, as it is a correction of the registration, the DATE OF CHANGE must be the same as the FRA. These corrections may be made until 31.03.2023.

However, it is reported that the deadline has been temporarily removed for entering the data in the C.N.O. field for active employment relationships whose FRA is between 02.01.2023 and 14.02.2023, allowing it to be entered after 31/03/2023 and regardless of whether the settlement has been confirmed.

New version 6.0 FDI/FRI files. New version SILTRA 3.3.0

As reported in the section NEW VERSION SILTRA 3.3.0, the new version of SILTRA allowing the sending and receiving of FDI/FRI version 6.0 will be operational as from 11 April. However, as from 1 April companies are no longer obliged to send the INSS temporary disability reports, between 1 and 11 April it will not be necessary for companies to send confirmation and discharge reports via version 5.0 of the FDI. As far as economic data are concerned, they can be sent in the PB action or wait until 11 April to be sent via the new "DE" action of FDI version 6.0.

We hereby inform you that due to the updating of the minimum contribution bases as a result of the publication of the Contribution Order PCM/313/2023 of 30 March, the SLD and RED direct services, as well as the processing of contribution files, will be closed from tomorrow, 1 April, until, foreseeably, 4 April. The re-establishment of the Direct Settlement System will be reported in due course. This stop does not affect affiliation services or remittances.

12/04/2023- New functionality of the RED System "Change Foreign Resident Identification Number for DNI".

New functionality of the RED System "Change Foreign Resident Identification Number for DNI".

The new functionality of the RED System "Change of Foreign Resident Identification Number for DNI" is now available, as reported in BNR 4/02023, of 28 March.
This function allows you to change the identifier of those individuals who appear in the General Affiliation File with a Foreign Resident Identification Number and have obtained a Spanish National Identity Card (DNI). The natural person whose identifier is changed through this functionality will be notified by SMS, being informed of the possibility of consulting his/her personal data through IMPORTASS.

15/06/2023- Sending financial data to the Spanish National Social Security Institute (INSS) in temporary disability processes.

SENDING FINANCIAL DATA TO THE SPANISH NATIONAL SOCIAL SECURITY INSTITUTE (INSS) IN TEMPORARY DISABILITY PROCESSES

As reported in the 3/2023 Bulletin, as of last April, the obligation for companies to transmit information to the INSS regarding confirmation and registration reports has been abolished. However, companies are still obligated to send the INSS the economic data in the sick leave reports, as long as there is a sick leave report in the INSS database that was previously communicated to the company via the FIE/FIER.

In order to adapt the sending of IT reports by users of the RED System to the new regulations, a new version - version 6.0 - of the FDI and FRI files has been developed, and the "Temporary Disability Online" service of the RED Online System was also adapted. In this regard, companies are reminded of the need to transmit economic data to the INSS, including the new fields "job" and "job description," with the aim of improving the control of temporary disability. It is also important for the INSS to receive this information because it depends on it being sent, via computer protocols, to the Social Security Mutual Societies and the Public Health Services, which are also competent to control temporary disability.

Finally, it is reported that the sending of economic data in the case of 0521 schemes cannot be communicated by the FDI until a new version of SILTRA is developed that allows this information to be sent. Therefore, while the new version of SILTRA is being developed, the economic data of the 0521 schemes must be communicated to the INSS exclusively through the "Temporary Disability Online" service of the RED Online System.

07/07/2023- New version of RECEMA application

We inform you that, as from 12 Julya new version of the RECEMAapplication, located in the RED system, will be available. This new version will allow company certificates to be communicated as before.

In addition, a new version of the RECEMA User Manual for Birth Certificate Submission and Child Care (RECEMA User Manual) will be published and will be available, as of the same date, at the following link User Manuals.

07/07/2023- Nueva 3.0 version of the INSS Companies file (FIE)

The new 3.0 version of the INSS Companies File (FIE) will go live on Wednesday 19 July. Therefore, from that date onwards, the FIE files received by SILTRA and those downloaded through the FIER service of the RED System will be adjusted to the registration design of the new version 3.0, which is available on the Social Security website at the following link Instrucciones Técnicas.

As reported in BNR 7/2023, the new features of FIE version 3.0 are as follows: 

  • The new field for "special TD situations"is includedin the DIT tag to identify the new TD situations established in Organic Law 1/2023, of 28 February, which modifies Organic Law 2/2010, of 3 March, on sexual and reproductive health and the voluntary interruption of pregnancy. These special situations can be identified by the values 01, 02 and 03. In addition, the value 04 is included in order to identify the COVID assumptions. In particular, in the case of values 01, 02 and 03:
    01. The allowance is paid by the Social Security from the day of sick leave. There is no possibility of relapse. There is no exclusion period.
    02. The subsidy will be paid by the Social Security the day after the worker is on leave from work. The employer has to pay the full salary for the day the worker had to go on sick leave. There is a possibility of relapse. There is no exclusion period.
    03. The subsidy will be paid by the Social Security the day after the worker is on leave from work. The employer has to pay the full salary for the day the worker had to go on sick leave. There is a possibility of relapse. The interested party will be required to accredit the minimum contribution periods indicated in article 178.1 of the TRLGSS, depending on her age at the time the rest period begins.
  • The new "Type of assistance field is includedin the TD2 label, which will be reported when dealing with TD processes derived from professional contingencies.
  • The new field "Date of next medical review of sick leave report"is includedin the IT2 tab page.
  • The ILO tag is removed with the exception of the field "date of exhaustion 545 days of TD" which is now reported on the TD2 tag. The rest of the information was considered redundant, since the corresponding communications are already sent through SILTRA or mailbox - in the case of RED Directo Authorisations -.
  • The automaton is modified by eliminating the ILO label and including some arrows that are necessary to contemplate all the casuistry.

New version of SILTRA 3.3.1.


A new version of SILTRA (version 3.3.1) will be released on 12 July.

Please remember that SILTRA will automatically update during delivery and no manual update is necessary. However, if the version installed is 3.1.3 or earlier, you must manually download the update which will be available for download in the software area of the RED System.

The new version includes the following features:

  • Renewal of the certificate from the Social Security General Treasury with which the delivery acknowledgements are signed and the replies associated with the dispatches made.
  • An improvement in the SILTRA uninstallation process so that no deletion of non-SILTRA information is guaranteed in a complete uninstallation of the application.

Due to the problems detected in the new version of the RECEMA application, which was launched on 12 July, the previous version of RECEMA will be temporarily re-enabled until all the problems are definitively solved, so that birth and childcare certificates can be sent.

Please be informed that, due to maintenance and application updates, the SLD services will be closed from today at 19:00 and probably until tomorrow. This stoppage does not affect the processing of settlements. The opening of the services will be communicated via this same channel.

26/07/2023-End of measures resulting from COVID-19

End of measures stemming from COVID-19

On 5 July, Order SND/726/2023 of 4 July was published in the Official State Gazette (BOE), publishing the Agreement of the Council of Ministers of 4 July 2023, declaring the end of the health crisis situation caused by COVID-19.

With the aim of clarifying the measures that have lost their validity following the publication of Order SND/726/2023, the Directorate General of the INSS has drawn up a clarifying management criterion informing that, as of 26/07/2023, the following measures relating to COVID-19 will cease to be valid:

Fourth additional provision of Law 10/2021, of 9 July.
Article 6 and additional third provision of Decree-law 3/2021, of 2 may
Article 5 of Royal Decree-law 6/2020, of 10 may

As a consequence of the above:

1. All TD processes with a sick leave date prior to 26/07/2023, which have been treated in accordance with the exceptional measures indicated above, will retain their initial situation until their termination for any of the legally established causes. The information contained in the medical reports of these TD processes will continue to be communicated through the INSS Companies File (FIE) with the following peculiarities:
- Field 1090 'Contingency' of the TDD tag shall be reported with the value 3 (accident at work).
- Field 1185 'Date WRI/PI' of tag IT2 shall be empty.
- The new field 1172 'Special TD situation' shall be reported with value 4.

2. All TD processes with a sick leave date of 26/07/2023 onwards, with a diagnosis of COVID-19 infection, will cease to be considered as a situation assimilated to an accident at work for the economic benefit of temporary incapacity. The information contained in the medical reports of these TI processes will be communicated through the FIE with the following peculiarities:
- Field 1090 'Contingency' of the TDD tag shall be reported with the value 1 (common illness).
- The new field 1172 'Special TD situation' shall be empty.

3. However, TD processes with a diagnosis of COVID-19 infection, with a sick leave date of 26/07/2023 onwards, with indicator 'S' relapsed from a COVID process of a previous date will maintain the status of a situation assimilated to a work-related injury, exclusively for the financial benefit of temporary disability.

4. Finally, the benefit for temporary disability with a diagnosis of COVID-19 infection caused, in the exercise of their profession, by personnel providing services in health or social-health centres is no longer considered to be derived from a work-related injury, except in the case of death, which will be governed by the provisions of article 217.2 of the Consolidated Text of the General Law on Social Security.

For the purpose of identifying artists, technicians and professionals with nationalities other than those of the States of the European Union, who enter and remain in Spain to carry out a temporary activity in the audiovisual sector, without the requirement of authorisation or work permit and with the obligation of their inclusion in the Spanish Social Security System in the cases in which they are not covered by a Social Security Agreement (Order PCM/1238/2021, of 12 November), we inform you that the value 0801 of SPECIAL EMPLOYMENT RELATIONSHIP has been enabled, with the following management rules:

  • Scheme 0112
  • Employment contracts 4xx/5xx
  • FICT equal to or later than 14-11-2021
  • CCC with TRL 960
  • Entry by RED users (CNAE09 59xx, 60xx, 74.2, 90xx or 91xx) or by TGSS users for any CNAE09.

18/08/2023- File generation incident

In relation to the incident in the generation of files last week, we inform you that, as of Monday 21 August, the replies to the confirmation requests generated on 10/08/2023 will be made available to users once again.

Since these are the responses that were generated at the time, if any action has been taken subsequently, these responses will be out of date.

11/08/2023- File generation incident

Yesterday, 10 August, an incident occurred in the generation of .xml files that affected both response files (RES) and RNT, DCL, receipts, etc., and prevented these files from being processed by SILTRA.

The incident is currently resolved, responses are being sent to all submissions made as of 10.00 am yesterday. 

Users who have been affected by this incident should carry out the following actions depending on the status of the settlement:

  • If the payment is not confirmed, they must send a Bases File or Draft Request, in order to obtain the corresponding response.
  • If the payment is confirmed, and as long as the Treasury generates again the RNT and the Receipts of the affected settlements, users will be able to:
    • If you only want to obtain the Contribution payment receipt to make the payment effective, you can request it through the Duplicate Consultation and Obtaining Service.
    • If both the Receipt and the RNT are to be obtained, the rectification of the payment must be requested and confirmed again.

New version of SILTRA 3.4.0.

As of 31 August, a new version of SILTRA 3.4.0. will be available. Please note that the latest version of SILTRA available is version 3.3.1.
For those users who are upgraded to version 3.1.4. or later, the download will be automatic. Those with an older version will have to upgrade to the new version manually.

New ACRA service - Registration and Consultation of Acredita Incidents

With the aim of facilitating and improving the management of ACREDITA incidents generated in the Direct Payment System, the new ACRA - Registration and Consultation of ACREDITA Incidentsapplication will be available in the Online RED System from Monday 4 September.

Through this new service, users of the RED authorisation will be able to register acredita incidents such as TD (Temporary Disability), BAC (Birth and Childcare), RP (Risk during pregnancy), RB (Risk during breastfeeding), CB (Co-responsibility during breastfeeding) and CM (Care of a minor affected by cancer), in a more agile and efficient way. The user will also be able to consult the status of the incidents submitted.

During the month of September, two channels will be maintained for managing incidents, on the one hand, the new ACRA application and, on the other hand, the provincial acredita mailboxes; and it will be from 1 Octoberwhen the presentation and resolution of acredita incidents must be carried out exclusively through the ACRA service of the Online RED System.

A problem has been detected with the automatic update of SILTRA that causes SILTRA to fail to update to version 3.4.0. Work is underway to resolve the issue as soon as possible. In the meantime, to update SILTRA to the new version 3.4.0 it will be necessary to download it manually from the Social Security website.

Incidents implementation RDL1/23

As a result of the implementation of RDL1/23, the following incidents have occurred:

  • Rejection of movements with errors 7899* READM.DISAB./LIM.INTE.CAP. VALUE INCORRECT OR NOT ALLOWED and 7196* CASIA FILE WRONG OR NOT FOUND.
    In both cases it is a problem with the formatting of the fields. The rejection can be fixed by Error Correction, generating a new file by setting both fields with blank characters.
    If this is done through the online transaction, in the case of error 7899 the field will appear blank on the screen but internally it will have an N, so a new file must be generated so that this N becomes a blank; in the case of error 7196, the field corresponding to Casia File will appear on the screen with zeros and must be deleted, leaving the field empty, and a new file must be generated.
    Notwithstanding the above, the system has already been adapted to accept movements where these fields either have zeros or are blank.
  • Rejection of registration movements with the value "L"in the UNEMPLOYED CONDITION field, rejecting the movement due to the error A4740* TYPE OF CONTRACT DOES NOT ACCEPT THAT COND VALUE. UNEMPLOYED. The incident was resolved at 9:56 on Friday 01.09.2023 and therefore the consolidation of previous movements and the first batch of that Friday have been affected by it.
    • With regard to previous movements, no action is necessary, since the incident has been resolved and the next day's consolidation has been processed correctly.
    • In relation to the movements of the first batch rejected due to the error indicated, an error correction must be made, either through the online transaction or by sending a CFA file, with the same data of the initial movement, as these data are correct.

New version of the FIER service - Consultation and Downloading of the INSS Companies File

It is reported that as of today a new version of the FIER service is operational, which includes the following improvements:

  • New type of search by "Authorised RED".. This option allows the user of the RED Authorisation to download, in one go, the FIE of all the CCCs/NAFs that depend on this authorisation, without the need to enter them manually.
  • Extension of the maximum number of records that can be downloaded. The previous version only allowed a maximum of 300 records to be downloaded. From now on, the FIER service will allow a maximum of 6,000 records to be downloaded. However, if the query returns results that are less than 6,000 but greater than 3,000, due to limitations on the number of records that can be displayed in the Excel file (it is limited to 3,000), clicking on the "Download" button in the Documentation section at the top will display two links instead of one called "FIE FILE 1" and "FIE FILE 2". The first will contain the first 3,000 records and the second the rest.

Please note that the FIER service allows any user of an authorised RED to download the INSS Companies File in Excel format. The updated FIER User manual can be consulted at www.seg-social.es,in the section Red System/ INSS/ User manuals.

Please be informed that, as a result of maintenance updates to the RED System, the closing of the debiting of accounts will be delayed by one day and will take place on the 24th (night of the 23rd to the 24th). Likewise, the official closure will be postponed and will take place on the 25th.” As a consequence:

  • For CCCs with direct debit mode, the deadline is extended until 23:59 on the 23rd.
  • The first ex officio closure will be executed on the 25th. Settlements submitted up to 23:59 hours on the 24th will be included in this first closure. Receipts will be sent out from the 25th.
  • Partial settlement calculation may not be requested until the 25th day after the end of the first closure.

13/12/2023- TRL 993. Registration and deregistration of students on unpaid internships.

TRL 993 REGISTRATIONS AND DEREGISTRATIONS OF STUDENTS ON UNPAID INTERNSHIPS.

As from 15 December , it will be possible to mechanise the registration and deregistration of students on unpaid internships - in CCC with TRL 993- UNPAID INTERNSHIPS. Please note that the FRA must be equal to or after 01.01.2024, the date of entry into force of the 52nd additional provision of the General Law on Social Security.

Through the RED System, in the online mode, the Successive registrations and deregistrations functionality will correctly carry out the pertinent controls for the admission of registrations.

In the remittance mode, until SILTRA version 3.5.0 is published, scheduled for 10.01.2024, when validating the AFI files in version 3.4.0, errors will be issued requiring the trading group, the contract and, if applicable, the C.N.O. Such errors should be ignored and the file will be processed and applied without such errors to the General Affiliation File.

  • If the fields marked as compulsory -REGISTRATION NUMBER, PPI, REGIME, JOB POSITION, ACTION, DATE OF LEAVE, CONTINGENCY and JOB DESCRIPTION- are not filled in or the DEC segment is not included, SILTRA will not allow the file to be sent.
  • If the conditional fields Contract type and C.N.O. occupation are not filled in, SILTRA will give an error, but allows the file to be sent.
  • Modifications in the validation of the fields JOB POSITION and FUNCTION DESCRIPTION, effective as of 10.01.2024

Both fields have been included for PA and PB actions for RETA.
In addition, they will be mandatory for all schemes, so that if they are not included, SILTRA will not allow the files to be sent.

Job title
It must contain at least 4 characters and will not be allowed to be filled only with numbers or symbols.
Description of functions
It must contain at least 15 characters and will not be allowed to be filled only with numbers or symbols.

20/12/2023- Notice workers posted abroad

ORDER ISM/835/2023 OF 20 JULY, REGULATING THE SITUATION ASSIMILATED TO THAT OF THE REGISTRATION IN THE SOCIAL SECURITY SYSTEM OF WORKERS POSTED ABROAD IN THE SERVICE OF COMPANIES THAT CARRY OUT THEIR ACTIVITY IN SPANISH TERRITORY   

As a continuation of what was reported in the last BNR 15/2023 in relation to Order ISM/835/2023, of 20 July, which regulates the situation assimilated to that of the registration in the Social Security system of workers posted abroad in the service of companies that carry out their activities in Spanish territory, we inform you that the annotation of the SAA 150 (case contemplated in art.3.a) and 151 (case contemplated in art.3.b) is now available.

Postings started as of the entry into force of the Order ISM/835/2023 of 20 July.
Companies that post workers as of the entry into force of the Order, must proceed to identify these workers by means of the ADDITIONAL SITUATIONS -SAA- 150 and 151, through the RED System.
It will be necessary to maintain the worker's registration in the CCC during the situation assimilated to registration, as well as to identify through the corresponding SAA:

  • FROM DATE. Start date of the posting. Compulsory.
  • COUNTRY. Country to which worker is posted. Compulsory.
  • UNTIL DATE. Expected date, if applicable, of completion of the posting.

Initially this will be optional. However, a planned end date must be communicated within six months of the posting. If the ADDITIONAL SITUATION was initially entered without content in UNTIL DATE, the ADDITIONAL SITUATION must be corrected within this timeframe to report the intended end date of posting. The UNTIL DATE should also be corrected if there is a change in the planned end date of the posting.

Postings started prior to the entry into force of Order ISM/835/2023 of 20 July.
In accordance with the Single transitional provision, companies that have workers posted abroad who, on the date of entry into force of this Order, are in the situation referred to in article 3.b, must notify the Social Security General Treasury of this posting within six months of the entry into force of this Order.
Such communication shall be made through CASIA by means of the procedure:

Subject: Affiliation, Registrations and Deregistrations/ Category: Annotation Posted workers / subcategory: OM ISM 835/2023 SINGLE TRANSITIONAL PROVISION.

The posting of the worker will be identified by the SAA 151- TRAB.DESPLAZADO NO ÁMBITO SUBJ.INST.INT.

Implementation.
In addition to the annotation of the SAA 150 and 151, the following CASIA procedure is also available for the identification of workers with SAA 151 in application of the aforementioned Single transitional provision.

Subject: Affiliation, Registrations and Deregistrations/ Category: Annotation Posted workers / subcategory: OM ISM 835/2023 SINGLE TRANSITIONAL PROVISION.

Communication by means of remittances requires the modification of the Affiliation files -AFI, FRA and CFA- to include the COUNTRY field. This field has been included in the ODL segment and is mandatory.
From the release of the new version of SILTRA 3.5.0, scheduled for 10 January 2024, mechanisation via the remittance mode will be available.
The updated versions of the AFI, FRA and CFA files are available in the RED System/RED Internet/RED Documentation/Technical Instructions/Affiliation section, with the modifications highlighted on a grey background.

Information will be forthcoming on the identification of postings for the cases provided for in sections c and d of article 3-SAAs 152, 153 and 154.
