Minimum Supplement

Civil service pensions which do not reach the minimum protection amount – set according to their category in the General State Budget Act for each year – may be topped up to that amount, in accordance with the terms and conditions laid down by regulation, provided that the beneficiaries are resident in Spain.

The amount of the financial supplement may under no circumstances exceed the amount set for each year for non-contributory retirement and disability pensions, and it shall be incompatible with the pensioner receiving annual income in excess of the amounts set for this purpose by the aforementioned Act.

Furthermore, a widow’s pension cannot be topped up to the minimum level if its amount is equivalent to the compensatory pension to which they would have been entitled at the time of the separation or divorce.

Supplementary benefits are incompatible with the pensioner receiving income from employment, whether self-employed or employed by others, and/or capital income, or any other income that serves as a substitute for these (such as capital gains), where the total of all such income, excluding the pension being supplemented, exceeds the following thresholds in 2025:

  • No dependent spouse or single-person household: 9,193 euros per year.
  • With a dependent spouse: 10,723 euros per year

The economic effects of the minimum income supplement apply from 1 January 2025 or from the date the pension commences, if that is later than 1 January.

*Where there are several beneficiaries, the amount of the individual pension will be calculated by dividing that sum by the number of recipients; with a minimum per beneficiary guaranteed at €267.46 per month or €525.80 per month in the case of an orphan under the age of 18 with a disability of 65 per cent or more, provided they meet the aforementioned income limit requirement.

APPLICATION FOR SUPPLEMENTARY BENEFITS FOR THOSE ON MINIMUM INCOME:

Where the pension or total amount of state pensions to be received, once adjusted for inflation, is less than these minimum amounts, a supplementary benefit is granted, upon application by the interested party, to bring the total up to the minimum amount specified for each type of pension.
