Those to whom the Agreement applies
To Spaniards and Filipinos who work or have worked in one or both countries, and to the members of their families and rightful claimants.
Therefore, it applies to refugees and stateless persons who are normally resident in one of the two countries and to the members of their families and rightful claimants.
