Special agreement for workers who have the status of civil servants or employees of intergovernmental international organisations


Procedure in the special agreement for workers in civil servant positions or employees in international, intergovernmental organisations.

General Information


The purpose of the special agreement is to provide coverage for Permanent Disability, Death and Survival due to common eventualities, Retirement and Social Services. Only for residents of Spain, coverage for Health Care can be had by signing a special agreement for this benefit alone.


Spanish citizens who classify as civil servants or employees of an international intergovernmental Organisation.

Original and copy:

  • Of the National Identity Document, Foreign Citizen Card or Passport, as applicable. 
  • Certification issued by the body where the labour activity is performed, authenticated by the Ministry of Foreign Affairs.
Where to process it:

At the Provincial or Administrative Offices of the Social Security Treasury General corresponding to the domicile of the applicant. If you have a digital certificate  you can access the e-Office and submit the application form and required documentation online through the Special Agreement Registration process in the Electronic Applications Register.

Time periods:

There are two deadlines:

  • 90 calendar days following the date of the originating cause.
  • At any time.

  • From the date of application.

Not having the status of civil servant in the Spanish public Administrations which gives rise to inclusion in any Social Security System Scheme.

Further information on requirements


Reasons for expiry:

  • The interested party acquires the status of pensioner due to retirement or permanent disability.- Death of the interested party.
  • Failure to make payments for three consecutive or five alternative months.
  • Due to the interested party registering as an employee inCCC  with |TRL  identification as a civil servant.
  • Decision by the interested party, duly reported to the Social Security Treasury General.
