Social Services

Social Services are benefits that are included in the protective action of the Social Security System. Their purpose is to supplement financial benefits, while at the same time improving the living conditions of the beneficiaries, by reducing, insofar as is possible, the personal constraints that are caused by age or disability.

This protective action was extended and complemented with a public benefits and services system to care for people in situations of dependency, which is provided though the social services network of the Autonomous Communities. 



  • Nursing Homes and Residences:

Day-care centres (nursing homes, clubs, etc.): open establishments that provide social and support services to beneficiaries, as long as they meet certain requirements, and carry out cultural, sports, tourism and handicraft activities etc., with the objective of encouraging the integration and coexistence of elderly people in society, as well as improving their well-being and quality of life.

Residential care homes: permanent residences where comprehensive and continuous support is provided to people who cannot take care of themselves, as long as they meet the required criteria.

There are different types depending on the Autonomous Community: sheltered apartments, flats and homes, community housing, residential care homes, etc.

  • Vacations / tourism:

This service gives elderly people the possibility to enjoy periods of vacations in warm climates, as well as making cultural trips to places of tourist interest and nature trips.

  • Thermal therapy:

Supplementary service to facilitate access to thermal facilities for people who need such services as prescribed by a doctor.

  • Home Assistance:

This help is to support and prolong the stay of elderly people who have with problems in their own homes, as much as possible:

    • Personal Assistance: company, personal hygiene and meals.
    • Domestic Service: Help in everyday domestic chores.
    • Home delivery of meals.
    • Technical support and functional modification of the home, in order to facilitate independence in the family home for people with mobility problems.

  • Centres:

Facilities for rehabilitation and/or psychiatric or physical recovery for people with some type of disability. Depending on the disability, these residential facilities may be:

Centres for People with Physical Disabilities:

    • Care Centres for People with Physical Disabilities (CAMFs): these have a national scope, which means disabled people from all over Spain can access them.

    • Rehabilitation Centres for People with Physical Disabilities (CRMFs): these have a national scope, which means disabled people from all over Spain can access them.

Centres for People with Mental Disabilities:

    • Care Centres for People with Serious Psychiatric Disorders (CAMPs): these centres provide care and support to people with mental disorders who, due to the nature of their illness, require specific treatment in order to achieve the greatest possible social integration and personal rehabilitation.
    • Occupational Centres (CO): these centres provide occupational therapy, as well as personal and social adjustment services to people with disabilities, whose serious temporal or permanent disability makes it impossible for them to work for a company or a special employment centre. 
  • Technical support:

These centres try to make it easier for people with disabilities to have personal independence in their own homes (modifications to the home), in the street (modifications to public means of transportation) and in their social environment.

Aimed at achieving personal and social integration for people with disabilities, through their participation in holiday trips and their access to thermal facilities.

The management of social services is the responsibility of the competent bodies of each Autonomous Community and of the Provincial Directorates of the Institute for the Elderly and Social Services (IMSERSO) in the cities of Ceuta and Melilla.
