Contributions

Instead of submitting documents on paper, the RED  System allows you to send data that is currently included in the workers' payroll report (TC2) and the summary (TC1), in a special format defined by the TGSS, via data transmission techniques.

The scope of application of the RED System for contributions includes the submission of the following documents using data transmission techniques instead of on the current paper forms:

  • TC2: General Scheme.
  • TC2/4: Special Scheme for Coal Mining.
  • TC2/5: Special Scheme for Sea Workers.
  • TC2/8: Special Agricultural System (Actual Days Worked).
  • TC2/19: General Scheme, (Artists).

The RED System also permits the following for contributions:

These methods make it unnecessary to fill in the forms in series TC1. For Electronic Payments, the TGSS will send a Receipt for Payment of Contributions, which replaces the current TC1 payment form.

The process of contributing through the RED system has the following steps:

  1. Your converted payroll and personnel management program creates a file containing the TC2 documents with the form and content given by the TGSS, instead of the normal printed paper form.

  2. With the validation and conversion software (WinSuite32) already installed, select the contribution files that your payroll program has created on your PC . You can select the created file from within this program, check it to see that the data you are sending is correct, convert it and send it over the Internet. A copy of the file will be saved on your computer. When it is sent, WinSuite 32 will also send an initial stamp when it converts the documents and the TGSS will recalculate this to ensure that the file has not been manipulated in transit.

    N.B: The stamp is a group of alphanumeric characters calculated by mathematical algorithms that summarise the contents of the document. There are two types of stamp:

    1. Initial stamp: The stamp created by WinSuite32 for all documents that users send to the TGSS. This is a security device so that the receiver can check that the document received has not been altered since the sender sent it. If any changes are made to the document, the stamp changes and therefore cannot be the same as the initial stamp.
    2. Final stamp: The stamp that gives user documents legal validity with third parties. This is the stamp that the TGSS sends to the user's e-mail once the payment period has ended and the files are processed.

  3. After the validation and conversion of the file, when you click on the connection button, the "Communications" module of WinSuite32 is activated and it connects to the INTERNET to send any pending messages. After making the connection to the INTERNET, the program GISSCIDE automatically opens and carries out the necessary security operations for transmitting and receiving files, requesting the Digital Certificate (fichero .epf). To access the service,

    enter your SILCON  Certificate and Password and click on ''OK''. A padlock then appears in the task bar showing the user has been correctly validated.

    If the validation is correct, the screen for sending files will open automatically and sending will begin, if the user has the authorisation needed to send the files.

    Immediately, the user receives a delivery report confirming that the file has reached the TGSS. You can see this report by going to the option "View received messages" in the "Communications" section of WinSuite32.

  4. When the documentation you sent has been processed (it may contain errors), the TGSS will send a message. You can see the message by going to the option "View received messages" in the "Communications" section of WinSuite32. In this message the TGSS will tell you if the files have been processed correctly and, if there was an error, the details of the errors found so that you can correct them. During the submission period, you can send in a contribution document as often as you wish but remember that each time you will completely replace any previous version, as long as the period, type of payment and the CCC are the same.

  5. when the payment period ends, all the files are consolidated and the final stamps for the TC2's submitted are sent out.

  6. After receiving the final stamps, WinSuite32 checks them and then allows you to print out authorised copies of the document that include the final stamp. With these final stamps and the signature of the person authorised, these documents are properly authenticated and are valid for third parties.
