What is the State Civil Service Pension Scheme?
Category: About the Directorate-General for Social Security Organisation > Subject:It is the public system for the recognition and payment of pensions to civil servants and their dependants who have made contributions throughout their working lives to the State Civil Service Pension Scheme, via deductions made from the “Civil Service Pension Contribution”.
The necessary information and the amounts of the contributions, broken down by contribution group and year, can be found in the section ”Contributions and Liabilities”.
Since 1 January 2011, newly recruited civil servants have been automatically enrolled in and contribute to the Social Security General Scheme, which is the scheme through which they will accrue entitlement to their retirement pension and to those of their dependants.

With effect from 6 October 2020, the State Pension Scheme forms part of the Ministry of Inclusion, Social Security and Migration following the provisional integration of the Sub-Directorate-General for Civil Service Pension Management into the Directorate-General for Social Security Organisation.

Recognition of the Maternity Allowance for men
Category: Updates on civil service pensions > Subject:Who does it affect? Recipients of civil service pensions due to retirement or compulsory retirement, disability, and widows’ pensions between 1 January 2016 and 3 February 2021, with two or more children, provided that the mother was not already recognised as having the same entitlement.
How much is it? A percentage of the amount of the pension awarded, based on the number of children.
The financial effects will apply from the date of the event giving rise to the pension, with a maximum retroactive period of four years. (Regulation: Law 47/2003: 26.11. Article 25).
How do I apply? Those wishing to apply must submit the relevant written application, stating the mother’s surname, first name and DNI, and attaching a copy of the Family Register or full birth certificates for the children.

New Gender Gap Reduction Supplement
Category: Updates on civil service pensions > Subject:This allowance replaces the previous Maternity Allowance.
- Who is affected? Pensioners (men or women) receiving a civil service pension due to retirement or compulsory retirement, disability, or as a widow’s pension from 4 February 2021 onwards, with one or more children, provided that the other parent has not already been granted the same entitlement
- How much is it? For 2023, the amount payable will be €30.40 per month per child, up to a maximum of four children.
- How do I apply? Those wishing to apply must submit the relevant written application, stating the surname, first name and DNI of the other parent, and attaching a copy of the Family Book or full birth certificates for the children.

New Financial Allowance for Extension of Active Service
Category: Updates on civil service pensions > Subject:This allowance replaces the previous Maternity Allowance.
Who does it affect? To pensioners in the Civil Service Pension Scheme who have retired or been compulsorily retired, with effect from 1 January 2022, for each full year by which they extend their period of active service.
How much is it? You must choose one of the following options:
- A monthly rate of 4% of your pension for each full year of deferral, or
- A lump sum, based on full years of contributions, or
- A combination of both. (This option has not yet been set out in regulations and is therefore not currently available).
How do I apply? Those wishing to do so must indicate their chosen option on their retirement application submitted to the relevant retirement body of the ministry or organisation where they were employed.
Should you fail to indicate your choice at that time, this Directorate-General will write to you asking you to exercise the aforementioned right of choice as soon as it receives the documentation from your ministry or agency recognising your retirement pension.

Category: Updates on civil service pensions > Subject:Lifting of the ban on granting new orphan’s pensions to orphans over the age of twenty-one who are not disabled, in accordance with current legislation in force on 31 December 1984 or under special wartime legislation. (In force since 21 October 2022).
Where is it regulated? In the sole repealing provision, paragraph 2 of Law 20/2022 of 19 October on Democratic Memory, which came into force on 21 October 2022. ORPHANS’ PENSIONS.
Who does it affect? To those interested who meet the eligibility criteria for orphans’ pensions under the former Civil Service Pensions legislation and for war pensions, in particular those provided for in Article 59 of the TRLCPE.

I would like to apply for a Pensioner’s Card
Category: Other related enquiries > Subject:This Sub-Directorate-General for the Administration of Pension Schemes does not issue any pensioner’s cards or passes.
The benefits and assistance that may be provided on the grounds of age or disability by the various public authorities, as well as by certain public bodies or private companies, can in most cases be obtained by presenting your DNI or, where applicable, the certificate or proof of disability issued by your Autonomous Community.
Should you need to provide a certificate stating the type of pension you receive and/or the amount of the pension, this can be sent to you by post to your home address at any time following your request, or, if you have provided an email address, it can be sent directly to your email.
You can also download these certificates electronically, if you have an eDNI, an electronic certificate or Cl@ve permanente, via the Civil Service Pension Management eOffice, under the section: “Citizens”.
For your convenience, you can save these documents on your mobile phone.
There is also currently what is known as the “Digital Social Card”, which is an information system that records the public social benefits received by citizens – administered by the Central Government, the Autonomous Communities, local authorities and other public bodies – and thus enables them to prove their status as civil service pensioners.

How many pension payments are made each year under the Civil Service Pension Scheme?

What do I need to do to change my pension account number, and when will the change take effect?

I haven’t received my pension this month
Category: Payment and payroll for civil service pensions and benefits > Subject:The most common reason is that the bank has returned the transfer or is experiencing a delay in crediting the money to your account.
- You should contact your bank to ask them to confirm whether the transfer has been received by the bank. (Payments are usually received by the bank from the 25th of each month onwards).
- If your bank tells you that it has not received the transfer, you should contact Civil Service Pension Management on the following enquiry number: 900 50 30 55, to find out about the payment.

Why has my income tax gone up so much?
Category: Payment and payroll for civil service pensions and benefits > Subject:It could be down to one of these reasons. Check whether this applies to you.
At the start of the year:
- This is usually because you had started receiving your pension in any month of the previous year and either no income tax was deducted or the amount deducted was reduced due to the number of months’ pension you received during that tax year.
- It’s due to children. The year in which they turn 25 or reach the age of 3 (there is a special allowance for these children), regardless of the date on which they reach that age. From 1 January, these tax deductions will no longer apply.
At any time of the year:
- A second pension has been granted under the Civil Service Pension Scheme
- You have requested a change of address from Ceuta or Melilla to the mainland
- You have reported a change to your personal details, with effect from 1 January (death or cessation of financial dependence on your spouse or dependent ascendants, children exceeding the income limit, etc.).

What is a double taxation agreement?
Category: Payment and payroll for civil service pensions and benefits > Subject:This only applies if you live abroad and receive a Civil Service pension.
It is an agreement between two states that sets out a series of tax rules to prevent double taxation on the same taxable event. (In this case, the income tax deduction would no longer apply to the Civil Service pension).

You can submit your application to be covered by the double taxation agreement in any of these three ways.

How do I report the death of a Civil Service pensioner and apply for a pension for their dependants?
Category: Payment and payroll for civil service pensions and benefits > Subject:- If the deceased civil servant was on active service: Relatives may apply directly for the relevant Widow’s, Orphan’s and, in the absence of these, Parents’ pensions.
- If the deceased civil servant was already in receipt of a pension. Death records in Spain are usually provided by the Civil Registries.
In such cases, payment is made automatically into the deceased pensioner’s bank account:- Of the full monthly payment following death
- Of the proportionate share of the special payment that would have been generated

- Civil service pensions are not subject to a limitation period, and entitlement to them may be claimed at any time.

I am a civil service pensioner and I live, or am going to live, abroad. What do I need to do to claim my pension?
Category: Payment and payroll for civil service pensions and benefits > Subject:Pensioners living abroad must provide proof of life in order to continue receiving their pension, by means of the relevant life certificate issued by the Spanish consulate or embassy, which must be sent to this Directorate-General within the first quarter of each year.
(The Consular Certificate of Life must have been issued between 1 January and 31 March).

If, as a resident of a foreign country, you wish to return to live in Spain, in order to avoid the annual life check you must:
- Please provide your address in Spain. You can use Form M, “Amendment of Civil Service Pension Details”, which can be found in the “Applications and procedures section.
- Please submit a certificate of residence, dated within the last year.
- Please submit the Certificate of Deregistration from the Consular Register, bearing the current date.
If, on the other hand, you wish to live in a foreign country, please be aware that you would be subject to the annual proof of life check described above and that, to this end, you must:
- Please send us a recently issued Consular Certificate of Life.
- Provide your address abroad. You can use Form M, “Amendment of Civil Service Pension Details”, which can be found in the “Applications and Procedures“ section.
- Please submit Form PE, “Bank Payments Abroad”, which you will find in the “Applications and Procedures” section, if you wish to have your pension paid directly into a bank account in your country of residence.

Category: Recognition of civil service pensions and benefits > Subject:As a general rule, civil servants will be classified under, and will make contributions towards, one of the following schemes in order to accrue entitlement to their future retirement pension and to provide for their dependants:
CONTRIBUTIONS TO THE STATE CIVIL SERVICE PENSION SCHEME CONTRIBUTIONS TO THE SOCIAL SECURITY GENERAL SCHEME Civil and military officials who joined the service before 1 January 2011, from: Civil and military officials who joined the service after 1 January 2011, as well as those mentioned above, and in addition: - Civil Service.
- National Police.
- Permanent and non-permanent career military personnel.
- Civil Guard.
- Administration of Justice.
- University Teaching Staff.
- Primary and Secondary School Teachers.
- Parliament.
- Constitutional or state bodies.
- Land Registries, prior to 2015.
- Bodies and levels specific to the institutional administration.
- Autonomous Bodies.
- Public-sector enterprises.
- State agencies....
- Autonomous Regions
- Local authorities.
- Social Security Administrative Office.
Exception: staff covered by the Civil Service Pension Scheme as at 31 December 2010 who, after that date and without any interruption, join, regardless of the route of entry, or rejoin another corps which, on that date, had resulted in their inclusion in the Civil Service Pension Scheme, shall continue to be covered by that scheme.
In the event of incorrect classification, it is the bodies responsible for personnel matters at the organisation to which the civil servant is assigned that are responsible for verifying and ensuring their correct classification.

I would like to apply for a certificate confirming my contributions as a civil servant to the State Pension Scheme
Category: Recognition of civil service pensions and benefits > Subject:For the purposes of incorporating years of contributions under the Civil Service Pension Scheme into Social Security pensions, pursuant to the reciprocal calculation of contributions between Social Security schemes, the person concerned must request a certificate of service to the State, which shall be issued on the official Form CS by the personnel department of the ministerial department or Autonomous Community where the civil servant was last posted.
- Regulation: Royal Decree 691/1991 of 12 April. It should be noted that the period of contributions made under any other social security scheme does not appear on the Certificate of Service, but rather on the Employment History Report.

What steps do I need to take when the time comes for me to retire?

You should contact the Personnel Department of the Ministry or Autonomous Community to which you are assigned and request the relevant retirement or early retirement form.
Who decides on retirement?
The personnel department of your Ministry or Autonomous Community is responsible for deciding on retirement or early retirement.
How is my pension recognised?
The retirement department of your Ministry or Autonomous Community will forward all the documentation required to grant your retirement or early retirement pension to this Sub-Directorate-General for Civil Service Pension Management.
When will Civil Service Pension Management get in touch with me?
The Sub-Directorate-General for Civil Service Pension Management will send you:
- By post: a letter titled “Notice of Commencement of Proceedings”. This is an information letter to inform you of the date on which your pension application was received and the timeframes for a decision to be made.
- Notification by text message or email: once your pension has been decided, you will be sent a message informing you that a decision notice is available, which you can access online via the Civil Service Pension Management e-Office, under the section “My notifications/my communications”, provided you have previously registered for this service using your eDNI or your electronic certificate.
- By registered post: if you have not signed up for the electronic notification service, you will receive the decision on your Civil Service pension and the first payslip of the month at your home address a few days later. In addition, every year you will receive the following at your home address at the end of:

- January: the letter regarding the annual pension increase.
- February: the Certificate of Income Tax Withholdings, for filing your tax return.

Will my contributions from working abroad be taken into account when calculating my civil service pension?
Category: Recognition of civil service pensions and benefits > Subject:Civil service pensions fall within the scope of the EU Regulations on the coordination of social security systems between Member States. (These are the Member States of the European Union, the European Economic Area, Switzerland, the United Kingdom of Great Britain and Northern Ireland, and, under bilateral agreements, Japan and Senegal.)
Applications for a pension under the EU Regulations must be submitted to the competent authority in the applicant’s country of residence; in Spain, this is the Sub-Directorate-General for the Administration of Civil Service Pensions.

Who is eligible for a widow’s pension, and how much is it?
Category: Recognition of civil service pensions and benefits > Subject:In general, anyone who is or has been:
- A lawful spouse
- Their cohabiting partner
- Former spouses (in cases of legal separation, annulment or divorce) for whom entitlement to a widow’s pension is conditional upon their entitlement, under a settlement agreement and a court order or judgement, to a compensatory allowance, subject to certain exceptions.
The amount of the widow’s pension will be 50% or 25% (in the case of special pensions) of the deceased’s Base Rate.
And from 01.01.2019, the applicable percentage will be 58% or 29% (in the case of special pensions) of the deceased’s Base Rate , provided they meet the established requirements.

In the event of legal separation, annulment or divorce, am I entitled to a widow’s pension?
Category: Recognition of civil service pensions and benefits > Subject:Only where a compensatory pension or compensation has been recognised by a court order or judgement and by a settlement agreement, and which ceases upon the death of the former spouse.
Exceptions:
- Being a victim of sex-based violence at the time of legal separation or divorce, or
- Being over 50 years of age on the date of the deceased’s death, or having children in common from the marriage, provided that the following three requirements are also met:
- The legal separation or divorce must have taken place before 01.01.2008.
- No more than 10 years must have elapsed between the date of the legal separation or divorce and the death of the deceased. (Until 01.01.2018).
- The marriage must have lasted for at least 10 years.

Who is eligible for an orphans’ pension, and how much is it?
Category: Recognition of civil service pensions and benefits > Subject:The children of the deceased civil servant who are under 21 years of age, as well as those who were totally incapacitated for work before reaching that age or before the date of death.
Children under the age of 21 may defer payment of the orphans’ pension until:
- Those aged 25, if they are not employed in the private sector or are not in work, will earn less than the current minimum wage on an annual basis. (Ex officio).
- A second extension on the grounds of study, provided that, upon reaching the age of 25, the person is still pursuing academic studies. (At the request of a party).
In this case, the extension would run until the first day of the month following the start of the next academic year (generally until the following October).
The amount of the orphans’ pension shall be 25% or 12.5% (in the case of special pensions) of the deceased’s Base Rate, to be divided equally amongst all the children.

Are parents entitled to a pension following the death of their child, who was a civil servant?
Category: Recognition of civil service pensions and benefits > Subject:Yes, provided that they were financially dependent on the person whose pension it was at the time of their death and there are no other beneficiaries entitled to that pension (lawful spouse, civil partner, former spouse or children).
The amount of the parents’ pension shall be 15% or 7.5% (in the case of special pensions) of the deceased’s Base Rate, payable to each parent, with no possibility of accumulation in the event of the death or loss of legal capacity of either parent.

I’ve received a notification via text message or email, but I can’t access the document?
Category: Access to the official Civil Service Pension Management websites > Subject:This notice is to inform you that you have a notification on Civil Service Pension Management (usually a decision) in your Citizen Folder.
Through the Citizen Folder, you can view online the files you have open with the various public bodies and check your personal details.
If you are unable to access the Citizen Folder, the notification regarding Civil Service Pension Management will be sent to your home address by registered post a few days later.
You can also access this notification in the following ways:
- Electronically. If you have an eDNI or a valid electronic certificate, you can access this via the following link on the Civil Service Pension Management eOffice, under the “My notifications/my communications” section, provided you have previously registered for this procedure.
At the top left of that page, you will find a button (link) labelled “Technical support”; please click on it if you are unable to access the notification:
