In order to comply with the International Labour Organisation Conventions and other applicable regulations, as well as its own foundational objectives, the Social Marine Institute (ISM) has a Network of Centres, equipped with computer terminals, which are mostly located at the Marine Centres along the coast, in accordance with the provisions of the organisational structure of the ISM.

The aim of the Network of Centres of the ISM is, among others, to  employment and unemployment services for workers included in the Special Social Security Scheme for Sea Workers, working together with the Employment Office network of the Public State Employment Service, the organisation responsible for implementing general employment policy.

Transfers

Functions and services related to duties and services have been transferred:

• Government of Catalonia: Royal Decree 2227/1998, of 16 October, on the transfer to the Autonomous Government of Catalonia of duties and services related to social welfare, social services, employment and the vocational training of workers, previously entrusted to the Social Marine Institute (Official State Gazette BOE  of 6 November).
• Valencian Community: Royal Decree 846/1999, of 21 May, on the transfer to the Autonomous Community of Valencia of educational duties and services related to social welfare, social services, employment and the vocational training of sea workers, previously entrusted to the Social Marine Institute (BOE of 9 June). 
• Autonomous Community of Andalusia: Royal Decree 957/2005, of 29 July, on the transfer to the Autonomous Community of Andalusia of the educational duties and services related to employment and vocational training, previously entrusted to the Social Marine Institute (BOE of 4 August).
• Principality of Asturias: Royal Decree 1360/2005,  of 18 November, on the transfer to the Autonomous Community of the Principality of Asturias of the educational duties and services related to employment and vocational training, previously entrusted to the Social Marine Institute (BOE of 10 December).
• Autonomous Community of Galicia: Royal Decree 553/2006, of 5 May, on transfer to the Autonomous Community of Galicia of the educational duties and services related to employment and vocational training, previously entrusted to the Social Marine Institute (BOE of 24 May).
• Autonomous Community of Cantabria: Royal Decree 1586/2006, of 22 December, on the transfer to the Autonomous Community of Cantabria of the educational duties and services related to employment and vocational training, previously entrusted to the Social Marine Institute (BOE of 29 December).
• Autonomous Community of the Balearic Islands: Royal Decree 1732/2007, of 21 December, on the transfer to the Autonomous Community of Andalusia of the educational duties and services related to employment and vocational training, previously entrusted to the Social Marine Institute.
